Timeline of UDS 3.0 Development
November 2019
The UDS 3.0 Subcommittee surveyed current producers and consumers of UDS 2.0 to determine the changes that individuals would like to see in a new UDS 3.0 format. The survey was sent to those in the receiver and fund community as well as some developers of claim systems. Full survey report here (LINK). Desired features revealed in survey responses included: Allow fields to have variable lengths o Add new fields or make adding new fields easier A more human-readable format A note format to send notes back to receivers Support character encoding beyond extended ASCII Validation of business logic
August 2021
- GSI develops prototype ‘simplified’ JSON versions of UDS A and C record types.
December of 2023
GSI presents “ UDS 3.0 – JSON Concept Overview ” (LINK) to UDS Technical Support Group.
June 2024
- Proposal Drafting Begins: GSI Outlines the limitations of UDS 2.0 and proposes a JSON-based UDS 3.0 format to address batch size limits, file corruption risks, and inflexible schemas in UDS 3.0 Proposal and Implementation
July 2024
- Presentation at NCIGF IT Summit: “What’s Next for UDS?” at the NCIGF IT Summit in
Chicago, introducing JSON as the future format for UDS. - Community Engagement Begins: A Microsoft Teams channel is launched to gather
feedback and share resources, including example code and schema drafts. Participants
include technical staff from guaranty funds, state liquidation offices, and the receiver
community.
June – July 2025
Schema Development and Prototyping : GSI initiates schema development and JSON prototyping, as described in GSI Advances UDS 3.0 Development with JSON Data Format Implementation. - Phased Rollout Plan: A phased rollout plan is proposed in uds-3-benefits-page emphasizing backwards compatibility with UDS 2.0
- Feedback Loop and Public Engagement: A public facing webpage summarizing UDS 3.0 benefits is published by GSI
August – September 2025
- Programming Completion Target: The UDS DataMapper
is expected to support JSON output by September 2025.
Q4 2025
Approval Process : After community feedback and adjustments, a formal recommendation will be submitted to the UDS 3.0 subcommittee and forwarded to the UDS TSG. - Final Approval Target: Final approval is targeted for Q4 2025, with a scheduled report to NAIC RITF .
