GSI is making significant progress on one of the insurance industry’s most anticipated technology upgrades: the development of UDS 3.0. Building on extensive community feedback and design work, our team is actively programming updates to the UDS Data Mapper to generate modern JSON data files alongside the traditional UDS 2.0 fixed-length format.
Current Development Status
Our engineering team has been working diligently to transform the UDS 3.0 concept into a functional prototype. The anticipated completion date for this core programming work is September 2025, representing a significant milestone in modernizing uniform data standards for the insurance guaranty fund community.
This development effort builds directly on the foundation of design concepts and community feedback we’ve gathered over the past year. Rather than simply proposing theoretical improvements, GSI is committed to delivering tangible, working prototypes that stakeholders can examine, test, and evaluate in real-world scenarios.
Community Engagement and Feedback
The prototype development is just the beginning of our collaborative approach. Throughout Q3 2025, GSI will conduct additional meetings and actively solicit input from both receivers and guaranty funds. These sessions will focus on:
- Hands-on evaluation of prototype JSON data files
- Practical implementation considerations
- User experience feedback from technical and non-technical staff
- Refinement of data structures and validation processes
This feedback loop is crucial to ensuring UDS 3.0 meets the diverse needs of our community while maintaining the reliability and efficiency that has made UDS 2.0 successful for years.
Path to Official Adoption
Following the community feedback period and any necessary adjustments to the prototype, GSI will submit a formal recommendation to the UDS 3.0 subcommittee for approval of the new JSON standard. The subcommittee will then forward their recommendation to the UDS Technical Standards Group (TSG) for final consideration.
Our goal is ambitious yet achievable: to complete the first iteration of the UDS 3.0 standard and collaborate with the committees to obtain official approval in Q4 2025.
Why UDS 3.0 Matters
The transition from fixed-length text files to JSON represents more than just a technical upgrade—it’s about making insurance data more accessible, editable, and future-ready. JSON files can be read and modified with common software tools, support international characters through UTF-8 encoding, and enable more sophisticated data relationships without duplicating information across multiple files.
For guaranty funds, this means easier data editing and processing. For receivers, it means reduced transformation complexity when converting claim system data to UDS format. For the entire community, it means a more sustainable and flexible foundation for data exchange as technology continues to evolve.
